Outside of heavy suits logi has a good shot at tanking up since DPS isn't the prime goal Highs can become shield mods and the upper Meta suits often have room for at least one or two armor related mods (depending on fit). A reasonably skilled up Merc (with fit skills trained) in a Logi suit has solid options for increased tank while still being a bit more mobile than a heavy suit.

Last build I tried something out but it was too expensive and flimsy to REALLY test.
Have something with lots of the best damage modifier (I had a heavy, but it was too slow; so probably go with logistics or assault)
With the damage increase to whatever you happen to be using, get a breach scrambler pistol (yes, really) and try putting some SP into increasing the range. What you'll have is a scrambler pistol doing roughly the same damage as a tactical sniper rifle. Beware: the fire rate is about the same as the sniper, it's just easier to quickly aim.
If you want to go an easier and more proven route though, scout with shotgun is still in.
No idea what the opposite would be though. |

I had a well tanked Assault suit last build using no damage mods and it worked a charm. |

The type II assault suit is the king of tanks as far as shields are concerned, especially if you have the high level modules.

Not really, i had more tank on and advanced suit last build, i could get even more on a proto suit but i never wanted to spend that much SP. |

That was due to the slots available (since the shield and armor are the same across the levels). With the B-Series and vk.1 Assault suits, you have some serious shield tank possibilities. |
