Cheating involves breaking mechanics, and ultimately violating EULA. If a mechanic can be farmed within those rules, why would you not? If CCP declares an action to be an exploit, as they have, then it should (and does harshly) get shut down.
At the end of the day, advantages are taken and not given. Is it not a good thing that people, especially in Beta, push envelopes? These are your future field commanders.
If it irritates you so much, make a point of disrupting them. |

People will play this game, even after me or one of my compatriots has blown up all their stuff and robbed them blind. It happens every single day so Yes, I think they will. Sometimes they even get right back in line to get robbed again. Go figure. I have destroyed billions in assets just to see the same pubbie carebear blindly leaving himself vulnerable to the very same attack that cost a billion ISK the night before.
My thinking is very far ahead. Dust offers little to me right now. I'm not an FPS player, I literally just started a bit over a month ago and I still have other stuff to do with my game time. There are many FPS guys that may even get wood on reading the paragraph above, and there's an endless line of running steaks that shed hilarious tears as they get tackled.
Eve will be fine. Dust will be fine. Keep yourself hydrated.
