While The Boss may have seem superior in the end she put down her gun and refused to fight, she betrayed Naked Snake and everything she did as a soldier.
Naked Snake hated that thats why in the end he decided to use the title given to him
Ergo Big Boss>The Boss because he wasnt prepeared to be the tool of anyones goverment hence why he build Outer Heaven and tried to break free from goverments control, also a big FU to Zero

Dont lecture about MGS if you dont know the full facts What the boss did was for tge greater good but intentionally or not, big boss created more trouble
The greater good in the very short term which really did nothing in the grand scheme of it all
Zero ended up with the legacy and caused havoc over the next half a century with his AI which shaped the world into a warzone, not including Liquid Snake who caused trouble at Shadow Moses then Solidus in New York with the big shell Incident and also Ocelot who played everyone by being a madman in general because he had to
Grannin sent his work to Heuy in which the CIA used to build peace walker then Big Boss had to step in to save the world, even tho Grannin work prob helped to great the metal gears since it was based on his work in some form with it being bipedal
Big Boss change to terrorist and Outer Heaven built i hope is explaned in MGS:GZ
