The penetrating force of a modern bow will exceed that of most modern weapons at close range, If you take a coffee can and fill it with sand then shoot with both a gun say 9mm and a bow + arrow, the arrow will penetrate all the way through the can and stick out the otherside the 9mm bullet will stop in the can of sand.

I would guess a high tech arrow, micro tech too beat a shield at attack point? 2 stage with propellant to defeat the Armour?
