Take a look at this new video:
 http://www.youtube.com/watch?v=P6gEMlIgSnc

Notice the heavy loadout has no armor plates added in the low slots or shield extenders in the high, but in-game he has 1299 armor and 162 shield! Thats double what the current proto armor build is now and the shields get a little bump from 100 to 162. He's a walking militia LAV...

I don't play heavy, so maybe the bonus for mechanics makes up the difference?

Probably not. When making videos they probably give themselves cheat dropsuits, so that a couple stray headshots don't do them in and make them look bad. They're probably using developer-only dropsuits for the purpose of making that video.

that might be from OLD build. Remember, they nerfed heavies armor as a temporary measure until they fix the heavies turning rate ('tracking')

Yeah, two builds ago heavies were impossible to kill due to the insane amount of armor they had.

Probably not developer only -- maybe one of the rare drops or a faction suit.

wrong they changed it for no reason in my opinion i played as a heavy and against heavies and all proto r insanely powerful but if u kept the distance from them and group up no one seems like a god anymore

they move slow, turn slow, heavy weapons r slow lol i hope they give back some major hp to heavies or i might as well switch my primary class ik everytime i played this build they r the outcast dropsuit they nerfed them too much

scouts own because of the computer style they go by bunny hop and strafe and with lower hp its an easy kill and no rogue class should be able to beat them or come close to beating them if they both land all shots a tank character is a tank character for a reason we take a beating at the cost of movement

Yeah, that's from the old build, back in the E3 build when you maxed out Mechanics to 5 a militia heavy would have 1000 armor, I never went to proto levels with the heavy, but I imagine they would get to 1200 at that point.

At the begining of the video you can see the names of the dropsuits the person is wearing such as the heavy being called Nothins Point "Defense" Heavy and Nothins "Close Support" Logistics which are different variations of the dropsuits we have now. Since the heavy has Defense in its name it probably symbolizes that it will have more hp than the regular heavy dropsuits we have now, same goes for the logistics suit. They probably will have other variations with increased speed but maybe less armor or w.e. So they are probably not increasing the Dropsuits stats, just adding in different variations with different stats.

Its a different variation of the prototype suit, they have already stated that they will have them.

yes... and the diff versions will have different names......

nothins point"defence" heavy is just what he renamed it not the name of the suit the actual name is Heavy vk.0 which unless I am mistaken is the proto heavy currently released. so this was either before the nerf or after a buff on CCP's internal build

Calm down people, damn - it's probably just a Titan specialization for the Heavy Dropsuit. They have increased protection for reduced mobility.

Why would they remove all of the HP bonuses on the Advanced/Prototype suits weeks ago just to bring them back? Think before you post.

Nothin said it's old footage that isn't from the live build. So, it was recorded some time before the suit hp nerf, and then I guess was given to media outlets some time since then for TGS-timeframe articles, since that's where it keeps popping up at.
