Before I can get into this I would like to say I had this idea for a week or two and it's been bugging me in the back of my mind, because I wanted to post it. Now I'm sure CCP gave this some thought already but I want to give the players some idea on what could be done and I want to give ideas that CCP might have not thought of.
Anyway.
There are multiple ways to fight a war. Hundreds, no thousands, no millions of tactics that are practiced in this age. Stealth is a part of many of these tactics. Why? Not being seen by the enemy helps you gain an advantage either through direct or in-direct actions.
Cloaking- It's already been confirmed. I wanted to get this out of the way.
Signal Cloaking (for lack of better name)- Equipment that allows the player to be seen, at a distant, on an enemies map as a blue dot thus diverting attention from them. Distance, duration, and and endurance would be different with the many variations.
Vehicle Tracking- Equipment that can be placed or thrown onto a vehicle that allows it to be tracked on the map for a certain time. Duration, distance, and endurance would differ with variations.
Player Tracking Sniper Rifles- A variation of vehicle tracking equipment. Placed in sniper rifles because the tracking equipment is more practical with a marksman. Just like Vehicle Tracking Equipment the distance, duration and endurance would differ with variations.
Area-Alarm Device (for lack of better name)- Equipment that alerts all players in the vicinity, or on the team of enemy soldiers in the vicinity.
Signal Jammer V1- A special piece of equipment that makes it so that your team can't be tracked in an AOE. Players will have to call for this device to be transported in because of it's size and weight. It can be destroyed or hack to work it's functions for your team. The duration, endurance, and distance would differ with variations.
Signal Jammer V2- A special, high priced, piece of equipment that disrupts the flow of data in a particular area so that icons do not show up on your neocom or map, making for an area "black out". Duration and distance varies.
Fake-Personal Device (for lack of better name)- high priced equipment that allows adds an extra, albeit static, dot on the screen of the enemy's tracker allowing for safe getaways and other implications. Duration is the only difference between variations. The longer it lasts the higher it is.
Flying Droid- A small droid capable of flight that allows you to hook it up to your Neocom and transfer video data to you. Duration, distance, and endurance varies in variations. Doesn't show up on the map but it can be easily spotted and taken down since it has no combat capabilities.
Binoculars- Equipment that allows you to see great distances ahead. Distance varies.
Silencer Weapons- Very high priced weapons, mostly pistols and sniper rifles, that have a chance to reduce sound and blast to keep position silent. Stats and reductions vary.
Any other ideas?

I gotta say no to everything other than cloaking, drone if it requires you to pilot it and binoculars |

And why? if you make those things high-priced, and i'm talking eat your funds from using them and losing them in three dropsuits, it would stop people from abusing them. |

I am a also a stealth guy, so I'll comment a bit on some of your suggestions.
Area-Alarm: pretty redundant. Your NeoCom already shows enemies that anyone on your team sees. This would only help against enemies that no-one has seen yet in a limited area...probably the only use would be for snipers to alert against shotgun scouts...snipers are save enough as it is now...
I like the Radar Decoy. Place it and your dot vanishes from the enemy radar and is replaced by a static one. You still can be seen, if the enemy has line of sight, but his radar (and HUD-chevrons) don't help for a short time. I would say an upgraded version of this would not vanish your dot, but color it blue (and your chevron), functioning as your Electronic Decoy. But as you said, this HAS to be limited, or it will be seriously OP. First shot fired turns you red again, and enemies close to you see through it. You don't get a free shotgun to the face. Also, it HAS to be a consumable. Two uses only, advanced ones get only one.
The flying droid might be useful, but I think it would make yourself too vulnerable. You are a sitting duck while you use it. Cost-benefit ratio is not good enough, methinks.
Binoculars...meh...I'd rather have different zooms on my sniper rifle
Silenced Weapons: Yes, less noise, less damage. Would be a situational benefit, though. Really only works, if you attack groups from behind and don't want to alert them all...the usefulness against single targets would be minimal. It would really just help, if you miss a lot... |

I'd like to see a stealth drop suit:
a stripped down blacked out logistics suit that removes the red dot on the mini map and red Shevat over your head at the expense of shields and armour (removed due to the space needed for electronics) |

Well the Alarm thing wouldn't really be that redundant if stealth gameplay really happens. Imagine having to play on a CQC map where there is an urban area with many corners and covers and ambushing areas. This would be perfect when "setting up shop". Whether you're building a temp base for your squad or a comfy watch point. |
