I can fight as an infantry and infact Im usually at the top of the game leader boards so don't tell me to man up, YOU MAN UP and instead of runing forwards shooting a tank with ar and then complaining about how it kills you just hide from it or organize an AV ambush/spam the nades.
you say it takes you 12 million SP to reach ur proto AV fits. that is the biggest bull**** i've ever heard. only CCP uses proto heavy fits to try and kill a tank, it only takes 1.25 million to get weaponry 5 and forge gun 5 so you can use the damage modifiers and ishukone forge gun. it takes 2.6 million to get vehicle command 5, caledari HAV 5, and large hybrid turret 3 or large missle turret 3. That 2.6 million does not even include the modules you would get or if you planed to get better than an advanced large railgun.
There is a phrase that goes: you get what you pay for. I want you to consider how that phrase would apply to multi million tanks compared to a single AV fit (I say only one because that is what you are asking CCP to make happen)
and finnally you ask why do i not see tanks die very often. the reason that is is because you can not afford to buy a new tank every game. it is only logical to make it so that they don't die very often for how much you have to pay for them.
The difference is that tankers spec and spend tons of SP to reach their desired playing goal of being a tank driver. Whereas normal ground troops who want to fight other ground troops, have to stop their current upgrading process and waste a bunch of SP just so they can take care of a tank every now and then. Which amounts to a hill of beans at the end of a match in terms of rewards and SP.
Unless somebody wants to be a dedicated AV player, the SP costs would likely be triple that (or more) of what tank drivers have to spend to reach their goal. And even then, the person who spends triple the SP doesn't have NEARLY the same end-reward that tank drivers do, who can easily (at least before the update) go 20-0 with very little effort.
