I agree 100% with the OP. Sniping takes skill. Let's highlight what the OP mentioned.
1. Leading targets is a must. Just because the reticule is red while the target is sprinting doesn't mean that the bullet will hit your target.
2. Any player with just two functional brain synapses will understand to never stand still after being hit on the first shot by a sniper.*
3. Stop hiding on the apex of any ridge. Any skilled anti-sniper player will surely look into those areas first.
* - In one match, I managed to kill 3 idiots with a militia sniper rifle. MILITIA SNIPER RIFLE! Guess what my skills are... Sniper Rifle Operation Level 1 and Weaponry Level 3. That is it. I shot these bozos two-three times each and they never bothered to move. Even if they did move, they only scoot one foot to the side and I still finish them off. Guess where they were... on the apex of a ridge... and I was on the peak of a rock spire for all to see. You'd think I would've been found by now. Well, I did. But by a tank (way after). We won the match.
It amazes me to see people assume that snipers are over powered when it fact it was just gun game that determines the victor.
Let's analyze previous builds:
1. Pre-E3 build had scouts running into closed quarters with swarm launchers while the room was filled with enemy mercs. The effect on infantry was so huge that the swarm launcher became quickly earned the name 'Goon' Swarm Launcher by other players. Heavy Machine Guns were also severely overpowered as they could tear through any armor in just 2-3 shots.
2. E3 build had people in any dropsuit running around with remote explosives that detonated immediately after pressing the button. People did adapt by simply staying sway from mercs trying to get close to them and by checking the objectives for any REs. But even then it was still prevalent. Vehicles, too many frakking vehicles due to the introduction of militia tanks. It became World of Tanks 2.0 right here and players managed to save up to 20-30 million ISK due to the prices at the time for better tanks.
3. Precursor Build has people running around in tanks and LAV effectively turning each match into vehicle battle. Although the AV grenade received a buff by being magnetic to vehicles, tanks costing at least 1,000,000 ISK a piece just for the marauder hull alone and with players training up AV weapons to the max. Snipers are not overpowered. They never were. In fact, they only appear overpowered because (A) other weapons have been nerfed at this point at the request of everyone in this forum and (B) we still have idiots standing around like target practice.
The next build judging by this thread seems to bring balance that we are all looking for:
