That number also increases based on what you do during matches. *EDIT* Line removed due to misinformtion (sorry!)* Basically, the more you do the more you earn. Skill points are also passivily increasing (1pt every few seconds).
As above posts have said, you apply these to level skills from your Character menu screen. Better gear requires specific skills to betrained to specific levels before you can use the gear. This will be represented by a red X in one of the market product columns. You can also highlight an item of interest and hit the ^ button to access its stats. L2 and R2 to cycle through the specs until you see the skill book prerequisites. A lot of items require skills in two different skill books. Also, higher skill books require that lower tiered skills be trained to a certain level before those higher skills are accessible. This is why it was suggest to really study your options. Once you spend skill points, you can not exchange them back.
As part of the learning curve, many player buy a new kickass gun completely unaware that it requires a unique set of skills to even operate. Frustration comes when they can not fit it. The system can be daunting, but once you've gone through a proper skill or two it will be clear.
If you wanted to use a Breach Forge Gun, check the market > Weapons > Forge Guns. Fine the Breach Forge Gun from the market listing and you should see either a green check (you have the required skills) or a red X (you do not have the required skills). Use the ^ button on your PS3 controller to access the item information screen, and R2 to find the prerequisite screen. You will see the Required Skills for the Breach Forge Gun are: Forge Gun Operation - Level I; and Weaponry Level IV.
Once you have the requirements list, head BACK into the Market > Skills > Weaponry to find these two skill books listed. Let's assume you already have at least Weaponry to level II, so there's no need to purchase this skill book again as you can only use the BOOK once. Scroll down until you find Forge Gun Operations and you will notice it too has a red X, meaning you do not have the proper prerequisites to train THIS skill book. Using the same method as above (^ button > R2 to the Required Skills screen), you will see that to even begin training Forge Gun Operations you must first train Weaponry to Level IV. Note that the Breach Forge Gun requirements listed this also in one screen. Each item will show you ALL skills required. You can assume that one the lower indented skill is a prerequisite of the top-tiered skill. Once you understand these relationships, you really don't need to chace the market to determine what you need to train whatever skill.
So. With this knowledge, assuming you still want the Breach Forge Gun, you would return to your Character Screen > Skills and train up Weaponry to Level IV using your unallocated skillpoints at the top of the screen. Assuming you have enough, you will then be able to level Forge Gun Ops to whatever is needed (assuming you have 1) purchased the skill book and 2) USED.injected the skill book).
If after all of this you decide you hate the Forge Gun, oh well. You have spent the skills and there's no going back. Just play more games to earn more with time. This is why you must research a bit. Imagine spending all your points thinking you want to be a sniper, only later to decide, "nah... maybe I'll try piloting!" You will constantly be starting over at square-one for each new build you want to play with.
Experiment with default militia dropsuits and market militia gear to get a feel of the base level options. Expand and invest from there.
