Based off eve there are numerous factors
Tracking , well its harder to hit a scout than a heavy.
But if you catch the.scout at optimal range for the weapon your using. He is dead as long as your tracking speed is better than his angular velocity.
Bleh sleepy no clue where this was going. |

I have put 5 shots with a sniper rifle into people at medium range who are standing still or barely moving and they have taken no damage. Once I smarten up and swear a few times, I'll aim at someone else and they'll die immediately. Hit detection is very clearly broken. |

Confirmed at 250m at completely stationary targets on top of towers, no obstructions, red dot, no damage. |

Aim for the neck to account for kick. The small rail turrets suffer REALLY badly from this. Was nicely heads hitting a scout with 1 last night. Miss miss miss... Bloody railguns.
Just my 2pennies to see if it fixes the problem. |

Same here. Sometimes scope is really nice and can hit many targets. Other times (though not often) get those on target no damage hits. |
