It's an internet slur or deragatory noun for someone whom is simply put best -- acting a fool, and/or prevoking, and vexing people on purpose for an undetermined reason(s). This is the cleanest and grossly simplest way in which to define the use of the slur. You know the fairy tale stories of the troll under the bridge? It's exactly almost like that actually. You could just simply say they are jerk. More often then not.
