I believe that the highest level Heavy suits allow that, but I haven't tried them, so I could be wrong. In any case, they stated in the first dropsuit DevBlog that Heavy suits in general would be the ones to allow you to fit multiple light weapons like that. How else would all those Scout suits be running around with them? i have yet to see that I have a scout build with a swarm. It's very useful. I also carry a nanohive around so I just run somewhere (fast!) and just set up camp until I have to move. Best way to get tanks to run away.

Though the boundless breach smg is pretty nice once you get it skilled up. I'm also hoping to have a suit that will let me fit an AR and a swarm launcher.

If you're gonna run heavy, bring a a forge gun, they're better than swarms in basically every way. To clarify, all heavy suits have a heavy slot (Which can hold a heavy, light, or sidearm weapon) and a sidearm slot (which can only hold a sidearm). So to answer your question, no, there is no way to carry a swarm launcher and another light weapon regardless of what suit you use.

CCP apparently didn't have any heavy weapons available for a Militia Heavy so they stuck him with a Swarm Launcher, which is really impractical. If you're into SL, definitely go Scout. Forge guns are beastly though, I never like seeing them around as a pilot.

Now another thing you guys may be neglecting is that you can fit ligher weapons in heavier slots for example you can stick a pistol in the heavy's slot while using your SMG as primary.
