The scout suit has an extra lowslot and slightly higher PWG, which is very useful.
The SMG is identical to the stock one except having a slightly lower reload speed (nice, but not massively important) and a 33% larger magazine (80 rounds compared to 60; this is a MASSIVE improvement, as those extra 20 rounds have gotten me many kills that the reload required with a 60 round magazine would have gotten ME killed on.)
NOTE: Points of reference are the militia equivalents. I only use BPOs. |

It makes perfect sense, because like PS+ and extended warranty, it's an account-related item, not a save-file one. None of the other account-based stuff has a download either. I understand the confusion, and a note about "this is an account unlock, no downloads are involved" would be good, but it's not without precedent, nor is it a big deal since right after you petition the "issue" you're probably logging in and then being prompted to assign the items to a character. |

It really is a decent suit for a beginner or a sniper. Really it's a great suit in general. That extra low slot is a big advantage once you train up your fitting skills. I play with all BPO items (I'm a cheap SOB), and the dragonfly was definitely a welcome addition to my arsenal.
