On July 4th, I ran into a "bug" where I re-spawned in my day cabin in combat mode with my Sniper fit. I fired multiple clips into the wall and watched where the shots went compared to where I was sighting and they were all in a fairly small area. Yes there was some variance, but not enough to make a head shot act like a body shot or a foot shot act like a head shot.
Now with that explained what I found was that against a heavy without modules, but with max mechanic and engineering, it took two shots with the Militia rifle in any location. Please note that we were only able to do this for one battle, but at least we tried.

Having said that though, there is a prototype that is almost as good and multiple advanced Snioer rifles that have 5 round clips. Personally, I find the 3 round clips to be fine, it just takes some getting used to is all.

This, coupled with fixing the scoping range would make the Sniper far more effective without overpowering them.
