I don't think that it is solely an FPS problem, but a problem with the video game industry in general. Look at the Assassin's Creed series. It is so bland compared to what it used to be. It focuses on creating something pretty, but the story telling has gone way downhill, because they try and crank it out yearly.
Look at Fallout 4, while technically an FPS, it is single player and story driven. It created this great big world, but you could finish the story in just a few hours.
Consider all the major sport franchises. Madden and Fifa just tend to slightly iterate.
These games are huge cash cows, that cost a lot of money, and companies are so afraid to screw up that they don't want to take chances, and they want to release a game every year to justify people spending the full price of a new game.
Unfortunately it is the nature of the industry right now to make safe, and boring choices.

I don't see how this could be correct with CCP wanting Project Nova to be more EVE like. Furthermore, I do not see how CCP could sink so much time into such a simple concept of a FPS. I could be wrong though. I don't think Nova will end up bland, even if it may start a little bland. It will probably be an EVE flavored lobby shooter at first (maybe they will surprise us with more), and they will add more as time goes on.
I think a great model they could got with is the Rocket League model. It started off with just a few maps and essentially one play mode, but then, free of charge, added maps, play modes and any number of other things. A year and half after release it is still growing in terms of players actively playing the game. I can see
