Also, can't feel my hands well (dyspraxia & stuff) so i might need weights to stable my hands but not interfere with playing.

Keep an eye out for a used cheap kit. You might be suprised to get a beater for very low cost. Build one with plastic buckets for kiks and some of moms old pans. See street drummers on the tube, amazing stuff. Get real sticks though. Gotta have those sticks for the feel, impact and weight.
Not a Brit. America though at this point I'd prefer a different country. I like metal but want to play a little everything. Or just mess around hitting the drums!

It's going. The exercises are very painful but I'm starting to get used to it I think. I can only do a few minutes at a time (barely any finger strength) so my fingers get tired fast.
