I think it really depends on what the hell Nova is, assuming Nova becomes a thing.
If the build at Fanfest 2016 is anything to go by: The game will be much more of a COD style game, focusing more on cramped frantic action rather than the larger areas that DUST had (vehicles, sniping, orbitals, etc.) In this case, I think the chance of a true single player experience is higher than if it is the next outcome. However, I still think that single player is less likely because it takes more time to make a multiplayer game with single player than it is just do multiplayer. Don't need to code AI or anything; just make a map and let people shoot each other, which is exactly what DUST did.
If the build at FF 2016 is not indicative of the final product: So let's say we get what "The Vision of DUST" was supposed to be and just assume that "The Vision" or "What DUST was supposed to be" was simply not possible on PS3, for any reason at all (skill, money, pure limitation of hardware, gremlins, penguins living in the basement not like PS3, etc.). We get that true New Eden experience where Capsuleers makes weapons for Mercenaries and Mercenaries can acquire some kind of resource that is needed for Capsuleers and it is the true economy that enters Nova, the economy being the actual game of EVE. In this case, I wouldn't be surprised if there were some *solo* play available.
You can go to an area and do simpler mission for a lot less of a reward (SP, ISK, loot) and maybe shoot some rogue drones or something. Or possibly even empty maps where you have to traverse a large area, giving you a reason to learn how to use a dropship/LAV. I look at something like EVE Valkyrie which even at launch had Scout missions where you could fight waves and waves of dudes. Later, they introduced improved AI and let you team up with someone to do these missions for the same reward as you would get playing in PvP. Now, I don't necessarily think this is all that likely for "DUST 2.0" because the strong co-op for Valkyrie is kind of necessary because there is, literally, only one match of Valkyrie going at a time and maybe sometimes two, at least last I checked a couple months ago.
But I doubt we will get an actual single player experience assuming DUST 2.0. If the point is to glue us to New Eden which concept has been "go find your story among the other players", making a single player experience that tries to reinforce character thoughts or give you personality is less likely.
But who the hell knows?
Hopefully, the devs...
