The key part is that it has to be successful and stable. Porting is not usually that inexpensive so it has to be treated as an investment, and the game needs to prove itself to be competitive on PC before they consider further investment in what is effectively a different market. Is it possible? Probably. But best assume it wont happen anytime soon. Not assuming that it will be soon, or even this iteration of console, just making the point that it makes sense. Likewise, if it obviously fails on PC, it would probably fail elsewhere as well.
As far as investment goes, the largest part of the investment will be in developing the game. Compared to that, porting is a fraction of the cost, while reaching as large an audience, if not a significantly larger one.
