I think CCP has probably given up on the utopian dream of a beautifully integrated network of games, each exploring a different aspect of New Eden, working together and affecting each other in synthesis.
BUT
Let's consider it hypothetically. If CCP DID have the steadfast conviction to integrate Nova with EVE in a spectacular way, when would be the best time to do it? Should they attempt to include it at launch, or should they wait until the game is more established in its own right?
If they included it at launch they would be able to take advantage of the hype that would build, which was a big factor in the hype that DUST had. If the integration was to be a significant part of the game - its main selling point - then there would be good sense in including it at launch because there would be a better chance of making a big impact and hooking a large number of players. Yet this has the danger of being a letdown if it isn't implemented properly or fullheartedly.
From what we've heard about Nova so far from Rattati, the game is meant to be, at its core, a great FPS game. This leads me to believe that things like EVE-Nova integration and other nice-to-haves are not going to be the primary focus like it was in DUST. Since this is the case it is much more sensible to hold off on stuff like that rather than try to include it for launch. That's only true though if the EVE-Nova integration isn't going to be really significant. It's fine if its going to be something to do with the markets because that will just be something cool but not something game-defining. On the other hand, if CCP is planning ship-boarding in real time, that would have to be something that is included at launch due to its significance.
I think its fair to say that what none of us want is a half-baked and unsatisfying integration attempt like what DUST had. If we're going to do something, let's do it well. That doesn't mean that CCP should go over the top and try to take on more than what it can handle. It just means that they should be realistic with what they want to achieve and know beforehand, because this will decide whether it would be best to include it at launch or to work on it later.
tl;dr - Whether CCP should include the integration at launch or include it later depends on how significant the integration is intended to be. If it is meant to be a big part of the attraction of the game then it should be included at launch. Judging from Rattati's comments though, I don't think this is part of the plan. If there will be an EVE-Nova connection, it will be implemented after launch.
