As I have explained before, the team for the Gunjack games is comparatively small. It Is first and for most a mobile phone game for a start. Using UE4 is very scaleable so porting it to PC and PS4 is also relatively easy. It's on rails Galaga style of gameplay also makes Dev simpler and most of its art assets are pre-existing from Eve meaning even that is not a roadblock.
Now, I suspect the mindset is in place and nothing I can say or do will change opinion on this but these are the facts.
Dev team for Nova bigger than Dev team for Gunjack. There's some cross Dev work because both games use UE4 obviously but that's about it.
End of discussion.
The Gunjack franchise is also proving to be a new revenue stream into the CCP coffers. Always a handy thing when developing other games.

Look if it helps, even though I suspect some of you will hate me for it, I still get to see some cool stuff from Rattati and the team on a regular basis. The latest just this week in fact.
These can be either screenshots, PowerPoint presentations, short videos, concept stuff. The point of me saying this (and it's not to get a rise from some of you) is to demonstrate that there is a very real sense of progression in the development of the game.
Now in answer to the inevitable crys of 'why aren't they showing us this stuff then?!', Rattati himself has said in the discord channel that when they have something ready to show they will. And that's the point. What I've seen is still very WiP, none is polished to the point where it might be ready for public consumption yet. With the still active members of the CPM being under NDA still, we can see this stuff early and give feedback.
And my feedback to you guys is that it isn't ready for you to see without risking false expectations without it having context.. Sucks I know but that's the situation as it is.
