Where our last public report to the Intergalactic Summit had left off, a small task force of volunteers had pledged their support to aid in both reconstruction efforts across Molden Heath and to assist in the formation of a diplomatic agency to manage a temporary cease-fire in the wake of the Twenty-One Gun Riots. These soldiers have since been granted officer positions within the Bosena Accords and now stand among my most trusted friends and lieutenants. With their help, and help of indigenous tribal leaders, the Accords have succeeded in maintaining an uneasy truce across the region as we conducted critical battle damage assessment on certain GÇ£burn zonesGÇ¥ that came under intense shelling on March 30, YC118.
With planetary skirmishes placed on hold and a majority of planets partially demilitarized, the Bosena Accords now sees the opportunity to evolve from a small organization of private citizens to an international task force dedicated to upholding this peace and responsible for keeping the mercenary community in check. It is our hope that with enough organizations pledged to supporting this cause we may stand ready to police rogue mercenary clans that threaten the legitimacy, efficacy, and reputation of immortal infantry to avoid the same catastrophes that plagued our kind in years past.
To aid in the creation of such an organization, this document seeks to outline our current structure, and to invite new soldiers to join us in our pursuits.
In the beginning the Accords were managed by a council of autonomous mercenaries that sought to pool resources and collaborate to achieve the vision that our founding members sought out to accomplish. Though the council often voted democratically to guide our discussions and decision making, there was no formal obligation for any one member to abide by the general consensus. Without a formal corperation, alliance, or coalition to adhere to it became increasingly difficult for independent agents to reconcile radically different ideological standpoints between members of the council.
After working closely with the indigenous peoples of Molden Heath planetside and cooperating with the Thukker clan to manage supply runs, I believe I have developed the best possible method for representing the separate agencies that make up the Accords while still maintaining the authority of our organization. By comparing native tribes to ancient pre-Raata era customs among the highland populations of Caldari Prime I have settled on a clan based system where separate organizations are able to maintain their independence while their chief, CEO, or warlord are responsible for maintaining cooperation with a standing council of mercenaries without any corporate or faction affiliation, henceforth refer to as The R+ìnin.
The R+ìnin shall be responsible for guiding the actions of the Accords and managing a small, but functional standing army with no government affiliation. They are to remain independent and neutral in disputes among the major empires of New Eden, unless any one empire poses a major threat to the wellbeing of the Accords or the mercenary community. Any clan is liable to offer their soldiers to serve a term as a standing member of the Accords, during which time they are to shed their clan identity and act as an independent member of the R+ìnin. R+ìnin are able to shed their position at any time and return to their clan or organization of origin depending on their needs or if their ability to act as an unbiased member of the security council is comprimised.
While the R+ìnin carry out the will of the Bosena Accords, the Accords are ultimately guided, funded, and supported by any and all clans that pledge themselves to our banner. Clans shall be recognized as any non-empire corporation or alliance that provides support to our cause. Clan leaders are considered a de facto member of the security council, though R+ìnin are expected to mediate discussion between clan members.
This process, while complex, insures that any organization can pledge itself to assisting the Bosena Accords without having to shed corporate or alliance affiliation. The Accords, ultimately, are designed to act as a nonpartisan security council that will coordinate between different clans that may otherwise potentially view other members as hostile for the sake of maintaining relative peace across New Eden.
With the above structure in mind, the Bosena Accords recognizes that a longstanding base of operations must be established where clans may gather, pool resources, and create a public forum for discussion. After scouting a number of destroyed military staging areas, I believe I have found the perfect location for the capital of the Accords.
On the planet Bosena IX, where there once stood a production facility now lies a two kilometer wide crater scattered with pillars of glass and the mangled remains of fortified bunkers. While local scavengers have already began to build shantytowns and simple, crude buildings across the district they have proven themselves to be friendly and extremely welcoming to our organization. Since the district was lost to the Eternal Beings corporation earlier this year, remnants of S.K.I.L.L O.F. G.O.D. have attempted a number of raids to capture what remains of the area. By pledging our support to fend off these raids, and eventually bring peace to the surface of Bosena IX, they have agreed to help with the reconstruction of District 1. A simple transportation hub has been built, including an airfield, barracks, and multiple landing pads for dropships.
I wish to formally welcome all parties interested to District 1 to help build a new world here at Terror Maw. Today, we may live in tents, shacks, and thrones made from scrap. But someday soon this will become the capital of our organization, and these buildings will once again reach to the heavens.

Roger that. It's a pleasure to have you onboard Hya'salia-haani, and with three ships of supplies no less!
Sorry about the delay, massive system failures across District 1 means that communication over the past several weeks has been difficult. Regardless, your ship tags are confirmed and we're ready to help guide them into low-orbit. The planet's space-elevator was still under construction when the TacNet shut down, and the ruins of it are deep in S.K.I.L.L. territory. For now, I've requisitioned a squadron of dropships to help offload any supplies and materials to Terror Maw.
Thank you for this. Rebuilding a military district is one thing. City planning and humanitarian aid however is beyond me. Things have been ropey here for a while but these supplies, and your expertise, will go a long way towards helping the cause.

Mission Update:
After observing the general attitude of distrust and sometimes open hostility I can surmise that local clans and militia seem rightfully sceptical of people that give themselves special Caldari titles on their soil. From here on out, any mention of the Ronin shall henceforth be referred to as "signatories."
Otherwise, the current structure of the Bosena Accords shall be unchanged. Terror Maw is quickly becoming a major planetside hub, but much of Bosena IX continues to be contested by independent warlords formerly associated with Skill of God before its disillusionment. It seems that without overwhelming orbital support that Bosena IX may continue to remain a warzone for some time.
Therefore, the signatories have decided to move forward with the development of Operation Ascension.
Stand by for tasking.
