Yay, or nay? This applies to all forms of equipment, be them suits, weaponry, modules, vehicles, etc.
Should there be an exception for your answer? For example, should everything not have tiers except for suit modules?
Why, or why not? Would this allow for more, or less variety in customization? Discuss.

I think tiers would be fine as long as the top tier isn't overpowered versus the bottom tier. I also think there should be plenty of sidegrades too.

Sidegrades and variants provide more interesting customization. You can try to argue that tiers are balanced by ISK cost but as we've seen, once you see a large difference in the amount of money some people have over others, all that does is facilitate proto-stomping by the haves against the have-nots. And that disparity in wealth will always eventually happen simply by veterans building up more income over time vs newer players.

T2 gear is better than T1 but not in the same way tiers worked in DUST. I'm not sure what T3 is unless you're talking about Meta items which are more like T1.5
Officer/Deadspace gear is fine as a direct upgrade ONLY if it's
1. Very rare 2. A random drop with no way to obtain other than random drop

What do you think about items that increase their main strength, but also increase a weakness? For example, Shield Energizers vs Shield Rechargers? One simply boosted the recharge rate slightly, while the other one increased it by a lot, while also decreasing maximum shields? What if this idea could be taken further? For example: infiltrators with less innate dB, but also a lot less health compared to an infiltrator of the vanilla variant. Could this only be applied to modules, suits, vehicles?

I'm much more ok with that and consider that along the lines of a "side grade" or a specialized piece of gear. It helps to avoid power creep because you have to make increasingly larger sacrifices to gain larger benefits.

A random drop with no way to obtain other than random drop T2 is a training specialisation over T1, which gives skills necessary to use T2 gear which is definitely better than T1. In reality it boils down to having more and better skills to use the better equipment and weaponry.
T3 is a variant-style specialisation, generally for special types of ships, with niche roles. I've never really gotten that into T3, like I was never really all that interested in officer gear - all of it just looks to me like better functionality at a higher price. I prefer to train to get there.
Note that specialisation training to use T2 gear gives you no better skills for the use of officer gear. They are two separate development streams.

That's right, Officer is the same bonus as T2 but it tends to have better secondary stats like lower cap use/fitting.
Thanks for the info on the other stuff. It's been a long time and I know they've updated a quite a bit since I last actively played.
