They didn't give a specific reason but I can tell you my best guess based on all the interviews/posts that have came out since.
It comes down to a couple of different reasons.
1st: Eve Valk, and Dust 514 are fundamentally different games. Dust was always intended to be an FPS extension to Eve online. From its conception in 2009 there was always plans to have it effect Eve online via PI bonuses, anti-orbital weapons and a variety of other passive/active bonuses for having them. This connection fell short though because not enough people on PS3 liked dust due to ****** gameplay/bugs (more or less) which then lead ccp to pull out while they were ahead. As of 2015 dust was apparently profitable and this was due to the partnership with Sony in which sony paid ccp to develop dust on the PS3 instead of the PC.
Naturally, consoles have lifespans though, which is where eve Valk comes in
Eve Valk is not connected to eve online in any way except for setting. It's essentially meant to be a showcase for VR games. It's a very low-commitment game which only really exist because I think Sony asked ccp to do it. Idk all the fine details but I believe that's the jist of it. Essentially, eve Valk is a throwaway game which will die with the PS4. Which leads into point 2.
2nd: the PS4 will eventually die. Just as the PS3 did. CCP doesn't want the hassle of trying to port their game each time a new console comes out. Meanwhile being limited to inferior hardware. It's much easier to just put it on PC where there's much more freedom.
They can't port dust right away to PC because of the unique hardware that PS3 had. They also can't port to PS4 because the PS4 hardware is essentially the same as PC hardware now. So dust is dead. Also, project nova is using a completely new and upgraded engine. Which is why it's like the game has started over development. They can re-use some game assets, but that's it. Otherwise the team is starting over.
Anyway, I'd keep my eyes peeled at eve Vegas, and if no news comes out then, look forward to eve fanfest next year. I also check the forums every day on the off chance they announce something here. But that's the jist of it. They don't have an official answer to your specific question, but those are my assumptions about it.
