Heat is everything.
You may have a lower entry fee, but you pay for that with heat-related upkeep. So you have to buy a new card sooner. If you really wanted to save... you'd splurge a bit for the higher end cards, that have lower heat output. Cooler running computers stay at peak performance far longer than hot computers.

Err... 60 FPS is okay if you can handle that rate. Studies on VR have shown that you need rates of about 120 or higher in order to avoid getting sick from the flash delay. While you won't be able to visibly tell there is flashing at 60 FPS, the back of your brain can. It usually results in a sick reaction, as the body thinks it may be poisoned.
Again note: The 120 is suggested, some people can handle 60 FPS just fine.

Well, Mr. Moneybags, not everyone can replace their cards/chips at the drop of a hat when they start to age. And subpar performance, even by a bit will cause VR Sickness.
When you use VR, the system WILL be running HOT. This is not a question, it is a statement, as the card needs to do 2 perspective renders at the same time.
If you have a system that won't run hot... then clearly you don't have need of this budgetary conversation.
