For you guys that like doing level designs you can visit the forums on the Epic website and find out how to submit your own maps for everyone to enjoy...
Don't expect good performance with an Intel graphics chip I had to set everything to lowest, and between the Intel chip and crappy internet, I get a lot of choppy play and server issues.
I am tempted to get back into the map making. Made a lot of maps for DooM and UTGOTY.

What processor do you have? Have you checked how much CPU you are using during play?

Computer specs:
Intel Core i3, 2.3GHz cpu 8GB ram Intel HD 3000 graphics, using 1.6GB ram
With game running and sound enabled:
UT = approx. 40% cpu, 1.6GB ram

Update:
Laptop Intel Core i3-2350M Quad-Core CPU @2.23GHz Intel HD Graphics 3000 video chip Cirrus Logic CS4213 audio chip Realtek PCIe NIC
General settings: Resolution - 800x600 Graphics - all at low, AA=none Audio - Bot Speech=off
HUD settings: Notifications=all off During gameplay: CPU usage @ 40% avg. System Ram usage @ 1.6GB avg.
With sound enabled, game is playable, but drops a lot of frames (way too many to be an effective player). Sound disabled, only slightly better with the lag, but still a lot of frame drops.
Desktop Intel Core2 Quad-Core CPU @2.7GHz Nvidia GT240 PCIe graphics card, 1GB onboard ram Creative Audigy 2ZS audio card Nvidia NIC
General settings: Resolution - 1920x1080 Graphics - all at low, AA=none Audio - Bot Speech=off
HUD settings: Notifications=all off During gameplay: CPU usage @ 42% avg. System Ram usage @ 800MB avg. With sound enabled, game is playable, no noticable frame drops Bumping Graphics up = each notch higher introduces minor frame drops, increasingly.
