Well they obviously don't know how to IoP. To put it in perspective I think the a charged proto IoP with 3 Complex Damage Mods, proficiency V, and a headshot, will do around 3x more damage than a TY Breach Scrambler under the same scenario.
Yes, I am pulling those numbers out my ass, but I have used both weapons in the same scenario and tested the damage several months ago.

I only ever used the charge shot either when facing scouts (because one shot even if not a headshot) or when facing heavies and I had cover I could zip in and out of.
