As far as EVE players being given first dibs just because, that's what I think unlikely. More likely they'll set up a site for the game to announce the initial invites same as they did with having a Valkyrie site with basic info long before the game came out.
Again, considering that FanFest is a major event attended by the entire CCP fanbase AND representatives of the Press, bringing Dust 514 players in first under NDA makes the most sense. If they want this new project to do well, they need to make sure the experience for every FanFest attendee is overwhelmingly positive such that they can begin to get word-of-mouth going. As you probably remember, personal accounts of gameplay were a huge element in building hype for EVE: Valkyrie.
The thing there is most indications are that it will be on steam unless I am remembering incorrectly that it was using a steam server during fanfest. If I am remembering wrong then disregard the rest of this post.
With it being on steam access will be granted via early access codes as oppose to a sign up and download sort of situation. This is more similar to how Dust was launched than how Valkyrie was launched thanks to the third party regulation. With Dust cards were first given to fanfest attendees that they could redeem for a PSN code and I feel like this same flow will happen here followed by emails being sent out allowing Dust players to request an early access code for them self.
The reason I lean this way is because Fanfest gives an avenue for recruiting a small number of players for server testing before they open up to a much larger group. From a development stand point this just makes more sense.
Sending out small batches of emails to Dust players in an attempt to build a test base would be wildly unpredictable as there is no way of knowing how many people will see them and signup. At the same time they can not just send out a mass of invites and say, "oh you were too late we will send you a code in a couple of weeks".
If it is not on steam exclusively then I 100% agree with you. They will pop up a website and tell people to sign up and then let people trickle in.
