For everything else there is the Learning Coalition.

I remember reading something that reasoned that the damage build up was because the power source for the laser rifle had higher output the hotter it got. Not to mention that damage increase based on time on target would have probably made it near impossible to actually kill anyone unless they increased damage by a significant amount. /)_/) ( . .)
