Very plausible.
Vehicles continued to get worse as time went on and with each nerf were made useless, vehicles from 4+ years ago would hammer what we had now.
Community was just as stupid and continued to have basic problems with vehicles in such a nerfed state so having any kind of vehicle presence in Nova would most likely cause the same amount of problems again and you cannot fix stupid.
So with vehicles gone it also means no need for AV such as the completely broken swarm launcher which they could never get right, can't say i will miss never miss homing AV nades which rewarded lack of aim.
With no vehicles it means smaller maps, most likely indoor maps as we have seen in the videos but as you said no socket BS which caused massive amounts of lag.
So we end up with COD in space: Nova edition.

If they got really creative you might see Titanfall levels of background interaction with dropships and the like, but I doubt we will ever see players in control of them again. CCP struggled incredibly hard with vehicle balance and when it comes right down to it, half the playerbase was pissed off at any given time.
Rattati's comments about getting away from planets could just mean he wants to see more EVE influence, but somehow I doubt it. It sounded more like he was trying to evade a more technical explanation of some of the failures with the game and dress it up as moving in a positive direction. The land generation in the game was really quite terrible and had all manner of issues (quicksand, janky hills you get stuck in, clipping problems with buildings, etc).
I believe they would pretty much have to scrap that system and get something new or it would be a new generation of the same old complaints. And that system was a pretty big deal to develop the first time around from what I recall. It never even realized its full potential as being completely randomly generated either.
At the moment I doubt they have the resources to fund building an entirely new system for that so they are likely going to just use sculpted terrain for smaller maps. Which means vehicles in all likelihood just wouldn't work anymore. If that turns out to be the case we will likely hear something akin to "This is how things are for now but we plan to change things later", but then nothing will ever change naturally.
Background interaction is meh, if i can't fly it or drive it then it is kinda pointless, i don't mind an active enviroment because it brings the field alive but DUST is not infantry only and neither should it be if it is claiming to be an MMO.
Planets can easily be made more EVE, novels describe it in detail, pre rendered pictures spread about in EVE and various trailers and blogs showcase that already it just needs to be put in game.
Building interiors is easier, no mountains or uneven ground, nice smooth walls and floors but that is not always what a planet is like.
The direction is unknown and will be for a long while, hilmar does not seem to have much faith in it, funds and resources have been cut and they seem more excited about VR and the tech demo is a dissapointment.
