1. There is no reason for this, to be honest. I don't see it happening. Even just the four races being ENTIRELY pointless doesn't necessarily give a reason for them to be dropped. As the aspect of gear, the four races adds a heck of a lot of added depth. If there is a solid metagame and some counter-play, the four extra races with suits adds more options. Armor may be more popular because Logistics can repair and more EHP but what if this map plays better to dampeners and speed? That Tier 2 option may be more useful than the Tier 1 option because of the counter-play.
Also, having four races doesn't inherently mean that EVER race is going to have to have a tank (though they should). Rather than call it Caldari HAV and Gallente HAV, they can simply be called "Shielded HAV" and "Armor HAV." No need for Amarr version. And if there was just one race, people would get bored of the only 5 different suits. Scout, Assault, Sentinel, Commando (probably gone, right?), and Logistics. Having four races rather than just "different type of Assault suit" gives some lore to it as well. Also, PC has a HELL of lot more options for space.
2. This really, really depends. As a Free to Play game, having the slower burn allows CCP to sell Boosters. I don't see CCP totally dropping that. At EVE Vegas last year, I asked one of the Valkyrie devs about one of the issues with DUST and if it was going to happen in Valk: "If I move faster than you, deal more damage, have more HP, more bullets, and am more agile simply because of SP, it means that the player skill required to beat you is lessened. Is that something you are looking to avoid?" Response was: "There will be no '+5% HP skills'; everything will have a benefit and downside. Better missiles means weaker guns and vice versa."
Maybe NotLegion does the same but this is super speculation.
3. Perhaps. I don't like idea of having to be tied to a game that I enjoy from a distance but hate playing. If the connection becomes too useful and I am having to play EVE because of the advantages in the NotLegion-EVE connection, I would be sad. I think there still might be some but it likely won't be so integral to the game. I do believe that CCP will go the Battle.net approach though; letting you use the same name/tag for your characters. Or, at the least, have some kind of system for talking to one another. Playing NotLegion while waiting for your roam to start in EVE and the like.
4. Cat Merc said it pur-fectly; you don't out Call of Duty Call of Duty. I fully believe that is why EVE is one of the very, very few MMO's that has stayed around so long; they have not tried to go after World of Warcraft. I would expect CCP to keep NotLegion NotCallOfDuty. (Again, nothing against COD or BF but people that like those games will just play those games.)

The point of the interaction is 2 players from different games interacting with each other. Not one player doing everything in both games. If done correctly there will be Eve players offering services for Dusties and vice versa. No need for anybody to play both games. I know the intention. Example would be Bunnies finding some item that Capsuleer's need, Capsuleer's finding/making items, etc. However, it does give a huge advantage if you play both games. I worry that with such a great interaction, that it becomes "Yup, you better play both games." There was a Penny Arcade about Hearthstone during the beta. Gabe was writing a letter to Blizzard along the lines of:
"I have been clean for a few years, and I feel good. I just got into the Heartstone beta and I am liking it. The sights, sounds, everything. But I am scared...
I am scared that I will one day have to go to Scholomance and kill Rattlegore for the Rattlegore card. I don't want to do it but I will do it if I have to and you BASTARDS KNOW I will do it!
But please... Don't make me do it.

Not saying it wouldn't be a good thing to have that Transgaming thing actually be real but I don't want to have to play EVE. Just call me Gabe in this case.
