Minmatar aren't long range weapon users, they are close to mid range weapon users, so they probably wouldn't have a sniper rifle. Besides, I place the Sniper Rifle in the category of 'Auxiliary' weapon, much like the Mass Driver, Shotgun, and Laser Rifle.

I think you may be thinking of the LMG, Light Machine Gun.

Long Range for them perhaps, kind of like how the Mass Driver, although possessing greater range than a lot of Rifles, is still more effective in close to mid range combat.

Swarm Launchers do not have a charge up time, but they are Caldari.
