I'm not usually into doing this stuff as I don't/probably can't play dust atm, but I believe if CCP is truly going to go forward with making a new dust (I hope you do, but I'm skeptical, no offense), it seems that the game will need a more in depth way of keeping the newbs in a soft starting point.
So starting off the list, GUIDES!
Guides: So before I go into this, I should give you a real life example of what happens if you don't spell out things to people, most of them will not ever learn it.
Anyway, I was recently told at work about this woman who was given a jelly for her.... special area. Well, they never told her you're supposed to put it down there, so... she had it every morning on her toast... sometimes, people just don't know.
A good solution to this is to make a guide before pretty much anything else, give them in depth tutorials on how to operate, set up suits, decent suit guides, equipment usage, controls, etc. If not, they end up like the lady above. And when you do it, overstate the obvious, it may seem demeaning to the newbs intelligence, but keep in mind anyone who's ever existed has been a moron in some form or fashion, including me, you and anyone who's read this.
Contracts/Battles: In most pubs, newbs pretty much start off being mercilessly farmed by people like me. I'm not ashamed to admit I've camped a CRU or a hundred, or redlined a team so hard that they probably threw their controller out the window and never touched Dust again. There are other reasons people quit aside from that, but I'm sure that's the main reason. But anyway, my proposal;
Have two separate contract types, high risk and low risk. High risk will offer, obviously higher rewards and payouts, and there will be no limits to what type of gear you can run. There will then be low risk contracts, which restrict all players to basic tier gear of all kinds, tanks, suits, ADS, etc, the payout and rewards will be lower in this mode, so as not to completely abuse it. I'll explain rewards below.
Rewards: Along with a few easier contracts, a newb, and vet alike, need a reason to want to win. Most of the time, those who stay in a match never push a point, never want to fight, or win. Why? Because it's just not financially worth it. So my idea is to add in certain rewards to the victors of matches, which will range from bonus SP, ISK, AUR, or reimbursement of lost suits/vehicles depending on standing/points earned. But don't just throw the losers out with rest, give those guys an incentive to keep fighting, possibly the same rewards based on points earned, or number of kills made. We can't have point whores and logis dominating the rewards game, got to give some to the slayers too, and add in some rewards for top vehicle guy too!
Taxes: I've never liked the thought of taxes in a game, it allows you to mercilessly farm newbs for cheap money, so you can go stomp other newbs, or hell, even your own for that matter. The very thought of it was a stupid idea if you ask me. In my first corp, we had a sort of unwritten rule, it wasn't required, but we did it anyway. Each day, we'd put 100k in the corp wallet from each of us, and let it grow from there.
I honestly think the solution is to abolish taxes entirely, but that's my opinion. If you're hellbent on having that crap in the game, then you should set a cap to how much you can tax per day, or certain players. Every other cent can be donated if that player so desires.
If anyone has anymore ideas, go ahead and put them down there. I'll be honest, I may not reply. Actually, I more than likely won't, but don't let that stop you.

Huh, I didn't even know that chat existed. Is it dust side? Because that would explain it.
And to be honest, I do this stuff quite a bit. Contrary to my sig, I'm not as dumb as I can lead people to believe, but I'm always reluctant to do these as most good idea threads fall to the wayside to be forgotten, or they devolve into the standard; "you're a moron, no you're a moron, that's not what your mother said to me last night" type of thread, and anyone with productive ideas voicing them get completely steamrolled. And on the powerpoint thing... I don't own that, nor am I all that great at using it.
