Well, if you stop and think about it, it is not really something new: ps4 is much better than ps3 but still not enough powerful to compete with a gaming PC, not even close. Things will probably change a little bit, considering that if the new upgrade/console is capable of a 4k output for games even at "only" 30 frames per seconds it would be a huge step in narrowing the gap between consoles and PCs.

Well, this does not only mean that the "new" ps4 will be capable of 4k, but it could also be simply more "powerful".

The second is more like just my speculation: Sony is making a huge part of its income with Playstation but the consoles market in general is losing their old spot of favourite gaming machine, since you can build more powerful PCs for the same price. Considering that I believe Sony doesn't really want to be left behind in the gaming industry they're probably pushing this "new" ps4 to compete directly with medium-high gaming PCs. Much like what happened with ps2 and ps3.
If you're asking what is the point of the topic, I don't know, I just wanted to let the Dust Community know.

But why not just go ahead and build a PS5 instead of making a brand new PS4?
Well, I guess pretty much all ps4 owners would rage hard . Maybe it's "just" an upgrade, which would make sense since something like this was rumored a couple months ago. They probably released ps4 thinking that it would have been more than enough for 5-6 years, but now they're probably changing they mind, rightfully imo.

it does indeed. But many developers could still opt for a 60 fps at 1080.

My reasoning is this: as far as I know, this gen of consoles is the only gen suffering this kind of gap with gaming PCs- the first Playstation was the absolute best at its time, same for Playstation 2 and Playstation 3.
That said, I think that if it is a first step towards "upgradability" of a console it is very welcome: at the end of the day, consoles have always been very specialised PCs, and if you are able to upgrade a console this means two things:
1. Sony, Microsoft, Nintendo or whetever, will be able to release a "new" version of their consoles by upgrading only some parts of it , let's say the Video Card, hence they will be able to lower the production costs of the "new" piece of hardware. Instead of "Playstation 5" you could possibly have a PS4 with the equivalent of a GTX 970, another one with the equivalent of a 980 etc.
2. Consoles will keep their strenghts: a closed system, impossible (not impossible, but at least much harder) to "hack", the ease of access etc. the exclusives, first party games, the ease of production on a unique (or, in this case, semi-unique) platform capable of unimaginable optimization.
Lastly, when a giant of the industry like Sony last decided to go toe to toe with high-end gaming PC world, Playstation 2 came out, and I firmly believe that if Playstation brand wants to survive it's the only thing they can do.
