For damage mods go KRINS or complex, i use 2 normally, five if im in a certain mood. BPO CA? You mean the master BPO that only devs have or the standard CA BPO, or Rasetsu CA? If your running all shields on CA your doing it wrong.
Two complex shields, two KRINS, complex shields recharger, IMHO. For hit and run you want good regen, so throw on a couple shields regulators and a ferro scale plate.
Also try the ARR, but never. EVER. Hipfire. You have natural reduction to kick? i think but it ain't worth it unless a scout sneaks up, wait, hold on. You can hipfire the ARR for a bit but the regular RR, NO. For sidearm better off with matari SMG, but thats just a preference or a magnum (bolt pistol).
Sidenote, maybe you should stop by Barbershop, or not, business is slow, for help on that Hawk scout if you want, maybe you won't get so pissed at it if scout things were explained. I ran CS a little so i can give you a little advice but not a lot cause i prefer min & gal scouts which is different playstyle.

There is a weird thing with sbields, when lagging i get blue shields flare, no damage to them but all the damage to you. For that i reset my PS3, and log in and out and that usually clears it up.
As for shields you can do whatever you feel comfortable, if you don't use damage mods try stacking shields then throwing on a shield recharger and a couple shield regulators, that way you have higher HP and good regen. Or use one damage mod, one shield, recharger, and the rest shields.
Since shields go first and faster then armor stacking shields won't do too much more outside of generally HP buff, thats why the regen is really important, don't know exact TTK all i know is death is quick for shield users. Do NOT stack armor MHO, takes away the hit and run if you have the movement of a sentinel in molasses.
Cover to cover is key so you need all the movement you can get. And use that Caldari RANGE on those RRs but keep moving and watch your back. You get good overwatch someone WILL try to sneak upon you. Currently i like AR on CA cause its a classic. Also have a shotgun CA fit that makes shotgunning interesting.
