I gonna explain it in simple terms for you.

 It Injects Skill points.

Simply put: it allows player A to extract some of the SP he has earned on his character, then sell those SP to player B.

Well the guys above covered it but I love me some redundancy.

Players can extract skill points from their character and either place them in a different skill or sell those skills on the open market.

Players can buy SP on the open market and inject into the skill of their choice.

ugh. It is really is not P2W.

People are so quick to make that accusation but the simple fact is SP only comes from other players so no new SP is created.

It is a huge improvement on the character bazaar which was just a rag tag implementation to control black market character trades.

It's a pay to get incrementally better button. 100mil SP is generally considered a "You're good at most everything you do" low water mark. We're talking 500k SP at a time ish ( I haven't looked at the real numbers ), the effects of which drop drastically the more SP you have. So a brand new character is going to get 100% of the SP injected, but that efficacy drops at certain SP benchmarks. A 100mil character is going to get so little it's not worth injecting. However if that 100mil character has a couple mil SP in things that they never use ( mining, Social, whatevs ), they can transfer that raw SP to an alt or a friend or just sell on the open market.

Until you get to 10mil SP or so you're pretty much crap at everything in EVE. In that respect it's no different from DUST. 10-20 you start to be able to be effective. On up you specialize. So it's really most effective for just getting up to that basic level of "I'm not completely awful and die every time someone bothers to notice my frigate on field." Core skills and that sort of thing. Think of it like getting bootstrapped up to ADV gear in DUST and you'll have a pretty good idea of how effective the "winning" part of it is.

Besides that factor in that being put in a ship in your first week in EVE and dropped into a fight is a guaranteed lossmail, no matter how many SP you have. EVE's littered with credit card warriors who go buy $40-$1,000 worth of shiny things and promptly lose them to the first scammer / fleet that happens along. Google "TMC ALOD" for any number of examples.

There's a LOT more to being effective in EVE than "gear" compared to DUST. Don't underestimate the steepness of the learning cliff when thinking about how much these sort of mechanics factor into the meta.

Basically its a tool to help new pilots and old pilots.

Granted, on the market an injector goes for 600mil-700mil and I don't know many new players with that kind of money. On the other hand, if they grind up for it, then it will benefit them in the long run as a good investment of their isk.

As for old pilots, sometimes we pilots spec into things that we might not necessarily want or need and at that point you're just like "oops well what a waste" now they can extract skill from a specific area and inject them in another.

Please keep in mind (those who accuse P2W) just because you have the means, doesn't mean that you can go toe to toe with what is already out there. New Eden is HUGE and there are people who possess the EXPERIENCE to know how to properly fight/build/mine/etc. There is no end game which is also another reason for the lack of P2W actually being a thing.

Take me for example...I have 25.some mil sp mostly in PVP/PVE and while I can hold my own in a PVE situation....I lack the direct experience in PVP so even though I may have the means to beat someone, without having that first hand knowledge of doing it I'm pretty useless a percentage of the time.

Exactly this. I've killed three people in the last couple days who clearly were equal ship or outshipped me. But I knew what I was doing and they didn't. So I got a killmail and they got buttmad. And these are people who've been playing for twice as long as I have, not week-old Starter School bros.
