No, I'm pretty sure Rattati is not handling it either way.
You gota think of this from a business standpoint. When everyone else got fired from Dust, folks like Wolfman got promoted up the chain. Those people weren't let go to my knowledge, just moved over to Legion development. This is a continuation of that project. They aren't going to ask him to just move aside for Rattati.
In business your position is based more on seniority than ability. Those guys has seniority. So they may find something for Rattati to do, but I highly doubt he keeps the power he had. His project is dead, now he's getting shuffled over to somebody elses.
Which, again.... makes the game not worth playing. Rattati was the only one capable of making intelligent decisions for the game.

New Eden doesn't do that. There's indigens, yea, but they've never been relevant.

Right. Again, there's indigens but there hasn't been any lore written on them being a particular problem on any planet. Not to my knowledge, anyway. Mainly just about them being exotic food.

Since Seagull has taken over the game has not expanded in any direction that wasn't considered supremely safe, and its numbers have done nothing but shrink. It was in trouble before Seagull took over, true. But that was due to poor management. The problem with Seagull is poor vision. She preaches to the shrinking choir instead of expanding gameplay options.
And in terms of what CCP'rs have done for Dust, I don't need to discredit them. They've done that themselves.
I give credit to Rattati for salvaging a sinking ship the best he could, and I give credit to the artists and graphics team who didn't really get to really flex their muscles due to the poor design and programming decisions that were made.
But thats where the credit stops. Everything else that could have possibly been screwed up, was screwed up.
