For most games, as long as you don't run it at absolute max settings (Instead of Ultra, set it to high), and don't use anti aliasing (which isn't really necessary at that resolution), then you can quite comfortably get 60FPS with GTX 980 Ti.

That's a very high budget for a build. That's absolute consumer tier top end right there.
Where do you live? Maybe I can find prices there and build you something.

At 1440p yea, 4k is pushing it, i would rather all high to ultra settings at 1440p than a mix of medium and high at 4k.
I have a friend running GTA V on high settings on 4k @60FPS.

Beastly rig.
Only thing I find odd is the CPU cooler, never heard of it before.
Otherwise, it's pretty much top of the line.
