They did, but you can't unring a bell.
If CCP wasn't sure that 1.3 was coming, especially after they had repeatedly said they don't say anything anymore unless they know something for sure, then they shouldn't have let the CPM say anything about 1.3 being worked on.
At least 1 CPM appears to be very unhappy with how 1.3 was handled.

Im cool, I cut my teeth on pc, mouse is waaaay easier that controller . Im also on PS4, right now actually. But everyone is not me and rights right.
