As Zaria has said my preferred option would've been PC and Console. But I understand the reasons why CCP decided on PC.
The silence has been a real pita but that goes for CCP as well as the players. The company wasn't prepared to announce anything till it was concrete.
The CPM felt it was very important as well that the Dust community found out first on their forums.
So please, take some time to digest the news and then the CPM will soon be asking for your feedback.

Long story short.... DUST University is sticking around
Hello to one and all,
You've all now been told the news regarding the move on the game from PS3 to PC and the shut down of the PS3 version at the end of May.
So what's happening to the Uni?
Its to going to stay till the end of the PS3 and then continue on PC. DUST University is the oldest Dust Corp in the game having been founded in 2009, so I'll be damned if a little thing like a format change is going to alter that.
The move to a new game, on a new format presents a Corp like us a fantastic opportunity to press for the tools that we've always lacked on the Sony format. I will continue to bug/annoy CCP for what we need and as we've been here for seven years nearly, we've become the closest thing to a ten year plan still around. ;)
So you know about the future now, I urge you all to join in on the forums and help CCP and the CPM make the new game everything we hoped for and more.

Corp tools. Things like hangers, medals, roles, Corp fittings etc. Things that the corps need to grow their communities.

This is something that has been pushed by the CPM as being a requirement. The team tend to agree.

We've made it clear that the forums be preserved in some way. As to the future of the forums, a quick trip over to the Valkyrie forums should give you a few pointers.

It does seem odd but once you get used to it, it become more natural. Plus it has a shed load of feature that'll make running them a hell of a lot easier for Frame.

I just wanted to highlight something from the OP.
This is a new game, built from stratch. As a result no one here should make assumptions about anything or everything making the transition from PS3 Dust to PC Dust. You'll be just setting yourselves up for disappointment or false expectations, something which this new game, I think we can all agree, doesn't need round it's neck on day one.

People have asked about these 'Tiered Rewards' and what is going to transfer to the new game. The CPM have given their thoughts on this obviously and we hope that the discussion between you and the Dev's on this will happen soon.
Now as to my opinion on the matter and it is only my opinion, my thinking is as follows.
Name carried over is number one priority Corps and your Corp history is the second.
After that, everything is just gravy.
SP, I'd like maybe a head start on players coming to the game new. But I'm not going to sulk if I have to start from scratch.
ISK? Please..... After the glut of it that came from PC1.0 and district farming... kill it all with fire as far as I'm concerned. Start the economy fresh.
AUR. If AUR is to continue as a currency option in Nu Dust and I've got some unspent, then obviously that needs to come over as well. But AURUM refunds like some have asked about... not bothered. I've received the benefit of that AUR via SP boosters and AUR gear so t's not like I didn't get anything for that.
BPO's and Skins. Now I've got an extensive collection of these and yes I did say that I've received the benefits of my Aurum purchases but I'd like something to show for that collection. But obviously BPO's as we know them might not carry over to the new game. So I'll need to see whats on offer about them.

Seen a couple of posts regarding costs of the PC needed for the new game.
Again you'll have to wait for CCP to tell you the details but you are certainly notgoing to have to build the rig I need to run Eve: Valkyrie on max settings.
UE4 is very scalable and can run more than well enough on a mid range PC.

On a side note, could someone in CCP or CPM say whether it would be worth saving for VR headsets also? If it'll have that support I would be tempted to buy a virtuix omni, oculus rift and film myself for your amusement... and for the immersion.
Genuinely excited for where they can now take this, looking forward to April.
Having a VR helmet is worth it if you plan to use it (sounds a cliche I know) for something like Valkyrie, Elite and SC but as for FPS games... not sure. There's stil some motion sickness issues with that but I know they're making progress on it. But if you're alluding to if this new game will have it, I've seen or heard nothing that would suggest that. This is a plane old fashioned 2D shooter.

Ok just a quick summery of answers to comments in this thread so far that I think I can give while dancing on the edge of the NDA......
There is a rough approximation of the specs that the team is aiming for. The CPM is aware of that spec level but obviously we can't tell you in case it changes. But for anyone who's eyeing up Alienware levels of performance PC's you're wasting your money. Shop around for the components and make it yourself for half the cost. Plenty of guides out there to show you how its done.
But more important than that, you're going to find that you've built a stupidly overpowered PC for the new game. We're talking mid level here with maybe a decent GPU (but certainly not a GTX980 ti) to do all the bells and whistles that UE4 can do. Hopefully the team will be talking more about that in the build up to Fanfest.
On the matter of Fanfest, it's my personal assumption that while Rattati is going to tell you some details and insights into the thinking behind the new game but the majority of any information will likely be revealed at Fanfest. It is CCP's biggest event of the year after all. But the CPM were adament that any announcing should be done prior to Fanfest, directly to the Dust community at the earliest opportunity. And CCP agreed with us. We didn't have to fight hard for that at all.
Some have been talking about being told sooner. That would've been awesome but thats not how game development works unfortunately. You're likely familiar with terms like Pre Alpha, Alpha, Closed Beta, Open Beta, etc. But there are also internal stages of development which are called many different things depending on the developer.
CCP only wanted to tell you what they knew was concrete and going to happen. So far, so good. But as some of you had noticed, the sales of Aurum were turned off at the same time as the announcement over three separate divisions of Sony's PSN.
That unfortunately takes some time and a level of co-ordination to arrange, it wasn't a matter of flipping a single switch. A consequence of the move to PC will be to eliminate a lot of these unnecessary delays.
Some have commented that the CPM could've said something sooner. Saying that marks you as someone blissfully unaware of the legal consequences of breaking an NDA. Its easy to say, 'well I would've' when it's not your career or legal liability at risk. But trust me, when you've read one and your signature is on it.....
Some might say, we should have resigned in protest. But really, what would that have accomplished? Absolutely nothing except removing player representation from CCP's thinking. And because of the NDA, any resigning CPM couldn't say why.
Players have been asking about asset transfer. Again this is something that needs further discussion and clarification with the player base. The CPM is already actively talking to CCP about this. Once we have something thats ready to bring to your attention we will do so. But by all means carry on giving feedback on this issue.
Cant think of anything more at the moment that I can talk about. But the CPM and CCP are paying close attention to the forums.

This in a nutshell is what Project Legion was but as the OP stated, it was clear that it wasn't going to be future proof. It was also bringing over with it a lot of the problems that Dust had in the first place.
That and the fact that Demo shown at Fanfest required two Titan GPU's running at galactic temperatures, somewhat limited its ability to run on a mid level machine.

I'm not going to debate the merits or otherwise of Caz's decision to resign. I respect him for making that choice because he felt so strongly about the situation.
But that was two years, two CPM's and near enough an entirely new development team ago.
The situation that Caz found himself in is like chalk and cheese compared to the one that the current CPM find themselves in. CCP Rouge and Rattati have overhauled the Shanghai's office development structure.
They've managed to run both the Chinese Eve server and Dust, maintaining it and releasing point builds and an expansion, launched a successful VR mobile phone game while at the same time working on Dust's new incarnation on PC using less resources then their predecessor, and on top of all that cultivated a far healthier attitude to player feedback.
Now, you can refuse to believe that if you want and suspect many will because it runs counter to the mindset that they've cultured. But I've seen this transformation first hand over nearly two years and my own actual experience of a situation will always take precident over someone else's interpretation of a situation. Especially when that interpretation is based on second or even third hand recounting of said situation from two years ago.
I will continue to base my choices in discussion with the developers on the actual circumstance I find myself at the time. I am always mindful of what has happened in the past but I choose to not be enslaved by it.

Unless something changes but thats unlikely.
Personally I suspect that Sony themselves will be closing PSN access from PS3's within 18 months, in the same way that Microsoft did with the original Xbox on the Live service about 5 years ago.

Which is why I'm willing to bet that although the new game may or may not have a connection to Eve in the future it'll be linked to TQ so that CCP can monitor discrepancies and permaban cheaters.
Thats just my own musing by the way. We've not had that kind of detail given to us.
