"Tiered Recognition" is a scary word. But I guess I will give it a shot on what I would want:
ISK? No. If this new game is going to have connection to EVE in a meaningful way, money needs to be redone. But the main point is that money is not that big of a deal, to be honest.
Name/Corporations: Damn straight. My bitter ass has been around since 2/2/13 and I want to keep my name around. Corporations better stick around just for the fact that a New Eden FPS without DUST University is a game that shouldn't be allowed to exist. Plus, let's try to keep our friends together.
Purchases: This is going to be difficult as hell but I think we should get relevant purchases from what we bought. Give us back Aurum we spent. If you are going to use an argument like "it is a new game; why would you expect that?" then I will simply say "everything applicable will transfer" from Rouge and that this statement was never refuted. Not a 'promise' but it should still mean something. Plus, giving back all our Aurum purchases costs CCP NOTHING. Sure, they might not gain money from the players but I guarantee that the good faith would be worth it.
SP? This one is hard. One one hand, I don't think it would be a good idea to have people with 60 million SP on day one. The new players would have a hard time fighting that off. Counter: if ISK doesn't transfer, who cares? We will all be in the same crappy gear for the most part. Someone could bust out the uber gear but without that much money, it would be a losing proposition. Not to mention that the player base will explode because I guarantee you that every EVE player will at least download the game. People could be playing DUST while mining in EVE or playing DUST while trying to get a roam together. The 5,000 bitter vets would be a fairly small percentage, I would think. Maybe even scale the SP delivery so we don't just automatically have perfect passive skills. (Or pull an EVE Valkyrie where there are no skills that give "+5% Shields.")
The problem I will see is purchases though. If my Raven Caldari Assault BPO simply becomes a SKIN, I will be okay with that; I really like the White Camo look. However, if my 100 dollar DREN pack becomes a total of 4 orange SKINs, I will be quite annoyed. What about the people that bought Militia BPO's for like 50 cents each? Give those guys Aurum equivalent to the 5 dollars each they were later and you would have people with a million Aurum (which is why they didn't refund Aurum BPO's when the game came out of beta.)
Still, nice to see the CPM about. This doesn't hurt as much as Rouge Wedding and I am sure that the CPM had a hand in when this was released. Would have been too easy to announce at FanFest for the enthusiasm of the EVE crowd. But I just have one request: If Rouge is going out on stage to talk about DUST 2.0, SOMEBODY TELL HIM THAT A 20 MINUTE KEYNOTE IS UNACCEPTABLE AND THAT THE ROUNDTABLE WILL NOT BE STREAMED.

Still don't know how to feel overall. I can't not get the sense that "information was delayed for monetary reasons" but we would think that if we were told a year ago; "why didn't you tell us sooner?!" It is like having a problem with a piece of legislation and only saying "it needs to be better" without saying what the hell that means.
However, I appreciate the fact that this was told here on the forums. Feels adequate that the players 'hear' first rather than in front of the entire world. It certainly makes it a lot less of a fustercluck. I wonder if the CPM had something to do with that fact, like CCP would have just waited for FanFest. Will probably never know.
