Please correct me if I'm wrong, but...
Aren't close range scans equal to half the precision of the displayed number? That means my inner ring has 9dB scans. Which I'm pretty sure extends at least 15m for this particular setup. Well, that's on my ewar tank fit. Even on my regular one, it has 11dB close range scans.
I recommend reading up on the patch notes for this change. (I believe it was Uprising 1.9) I'll do the same, there are some details I don't remember.

Okay, so I checked Protofits.
Without any modules, the Logibro's has 16dB scans out to 9m.
With 3 precisions and 2 range amps, it has 9dB scans out to 11.7m and 18dB scans out to 29.25m.
So with just 2 damps a Scotsmans can dodge the mid-range scans. But nothing can get under the close range even with 5 damps and a proto cloak active.
...I got a little too exited to run numbers and derailed the thread. My bad.
