Realistic optimism would be power core tiericide.
Super optimism would be framework updates to prep for port.
Could be neither, but given Rattati's long absence (especially because Rattati started uninvolved in development and a normal fan like us) I would wager 1.3 has to be more than just performance increase and balance tweaks.

I give hope on the battlefield. Off of it I just state the obvious. Rattati and crew are doing something.

I would refrain from any hype. I still believe it's a good sign that the EVE brand is moving to PS4 though with PSVR. The future is far from set.
