Good Day,
I apologize in advance if you know this already.
You get 15 WP, if one of your squad mates kills one of the red players, "lit up" by your scan.
So this requires you to be in a squad and that during the time and area of your scans effect, your squad mates kill someone.

Using Proto Scanners info
the shortest Target Visibility Duration is 5 seconds for the Duvolle Focused (20 Scan Precision) and the CreoDron Active (28 Scan Precision)
the longest Target Visibility Duration is the Duvolle Quantum (28 Scan Precision) which is 20 seconds.

So If you are running the Duvolle Quantum, in a Squad, each time you scan, there is a window of 20 seconds where you can earn 15 WP's, if one of your squad mates kills one of the red players with a Scan Precision (Scan Profile, from their point of view) of 28 or higher, that you scanned. In the Duvolle Quantum's case, that's 100 meters in front of you with a 60 degree angle of visibility.

Now there are two ways to tweak the numbers. If you run a Gallente Logi suit, it increases the scan precision and the duration of the scan, +10% to visibility duration per level and +5% to scan precision per level.
You can add Precision Enhancement modules to your Fitting, they seem to work for both passive and active scanning, by 10% B, 15% A, and 20% C. Stacking also seems to work. I have not done the math to determine if there is a stacking penalty, the info page does not mention a stacking penalty.

A couple of things. The easiest thing to do would be to go to squad finder and join a squad and hope they can kill folks in your scan windows.
I know, not necessarily, what you wanted to hear.
You can request a change to the WP structure through this forum.
For instance, of all of the Logi Racial Bonuses
- Amarr +2 spawn's per level from each uplink they've dropped
- Caldari +10% to max nanohive nanites and +5% to speed of nanites
- Minmatar +10 rep tool range and +5% to repair amount
No squad is required.
The Galente Logi bonus only gives you WP's if you are in a squad.
So they could tweak things for Gal Logi's say 5 WP, for kills in their window, for non squad members and bump it up to 20 WP for squad members. It would give some folks an incentive to run Gal Logi's, but not be farming like in the past.

I don't know. It promoted "bad behavior" in the past. They've changed scanners a couple of times. It's possible they could change them again.
