That rank means how much money you've spent on the game...
Also... it doesn't illuminate the rank... just the name... the rank only shows in the kill feed... or the your death card...

Also, another little tid bit...
Dust has the slowest turn sensitivity... It's best if you put it to 100 or at least slowly work your way up to 100...

Only Eve Characters can join alliances... As in if you don't having a working Eve Subscription... then you'll have to trust an Eve Player as CEO and get them to do it...
