I would guess 1.3 is not the only thing being worked on.
I am hoping its a port also being worked on, but at this point it feels like we won't hear anything ever again. I don't believe that to be the case, it just feels that way.

No one is going to bother writing about a game that averages less than 2000 players on in ant given day. Did you see anyone bother to write about the new updates besides a few Dust centric blogs?
Games are born and die daily without you being aware.
Publicity is not at all a concern.

If there is any publicity at all with regards to Dust's death, EVE players will likely take it as a positive, and they greatly outnumber us.

Level Cap Gaming who currently has 1.3 million subscribers covered project Legion after FF14, the video currently has over 132,000 views. I'm not at my computer atm or I would post the link for you. Does'nt really matter, I stopped listening after you said publicity isn't imprtant anyways. I listed reasons why, in this instance, publicity didn't matter. It was not meant as a generality that it never mattered ever.
That being said, I would be interested in the article as I was either unaware of it, or unaware of their number of subscribers.
