Because the small dev-team has in-fact been tackling Legacy eight-year-old code and doing corrections to get the new features to work.
So, because the patch may be little, they don't want to build expectations for mountains when they will be delivering ant hills, although there is a mountain's worth of work underneath.

Honestly, that alone will probably please far more players than it can disappoint. Of course, CCP has to find a way to fix bugs while adding new content, but if the community ever found out that CCP has been focusing mainly on addressing the legacy code, then it wouldn't matter if Warlords 1.3 had just 1 new feature added in terms of content. The update would probably be welcomed by the majority of the players if matchmaking were to finally work properly, disconnects becoming a thing of the past, UI bugs be gone, Gallente Lag Facility no longer being a literal statement, SKIN modules finally showing up in the warbarge, terrain glitches being gone, hit detection finally cooperating with the players, people no longer having to reset their PS3 before the start of a PC battle, etc.
To this day I still see players who left the game months ago come back only to give up on the game again after seeing how persistent lag has been or how hit detection sucks or how their PS3 still experiences disconnects.

Anything is controversial these days. But yeah if just fixing legacy code is controversial then I would be ok with that controversy.
To me, there is only a few things CCP can do for Warlords 1.3 that can be truly controversial.
1. It is preparation for a port to either PC or the PS4 but not both and that will alienate one of the two player groups around here. 2. Any sweeping changes to the BPOs that we have. 3. Meta Level Lockout which is a topic that has some people disagreeing about it. 4. Another viscous nerf-buff cycle.
That's all I can think of at the moment.

How much of that SP will transfer, if they are serious about it, is debatable. It will largely depend on how much of an overhaul the skill progression system receives during the porting process.
Another thing to take into account is how that data will transfer from a PSN account to a PC or Steam account if CCP goes the PC route. I'm hoping CCP already knows which email is tied to which PSN account so that players who migrate to the PC for the port will be able to easily get some of their SP and assets transferred.

I think it is likely one of two possibilities:
1. DUST is dead and they are just keeping the servers running until it stops producing positive revenue.

If I don't hear anything by April I will be shutting down my EVE accounts and becoming much less invested in my Corp and other administrative responsibilities. I will probably continue to play casually until either my PS3 breaks, the Servers go down, or I find a new video game. Interesting points - especially the part about the exclusivity contract. It's very possible that it started when the game was first made available to the public, and that was January 22nd with open beta. Perhaps this date is important, but most likely insignificant. Guess we'll know for sure come monday (as I doubt they would want to make an announcement on a friday)

Now that I think about it, I think I know one more thing that can be truly controversial.
What is the one thing that makes CCP Rattati, Frame, and the rest of the current Dev team so promising to the Dust community? Their work has always been based off of our feedback as a player base compared how work was done before CCP Rattati took control of development. Because of this all of the patches since Rattati were very well received and introduced more balances and fixes that we all knew were badly needed.
But now comes this silence and now we know with certainty that Warlords 1.3 is being worked on. In fact it has been in development for a quite a long time now from the looks of it. It is very much likely to have been content locked at this point. But where are the requests for feedback? I do not see a single thread from CCP asking for help or opinions on how things should be done in Warlords 1.3. This update looks like it will finish without our own input.
And I think that is what makes it controversial. CCP did not ask for our input on anything for Warlords 1.3 and I think that will **** off much of the player base. Whatever changes CCP will introduce to Dust in 1.3, many of the players here will start posting threads complaining about features that were added but no one requested and that any bugs or balance issues still in the system afterwards will be blamed on CCP not talking to the players for further input.
But let me play the Devil's Advocate for a moment here. I do recall CCP Rattati and Frame asking for a lot of input during the previous year especially in regards to things like the personal warbarge, power cores for dropsuits, weapon & vehicle balancing, etc. but some of those things have still yet to be fully realized and Rattati has told us that it will take time to test, refine, and implement them.
Thus it is very likely that the only reason CCP has not asked for our input recently for Warlords 1.3 is because they already have asked for it in the past and are probably getting around to doing the final touches if Warlords 1.3 truly is the final update for Dust on the PS3.

A lot of them would actually welcome a port for Dust. Sure, they prefer PC but that is where they feel most comfortable mainly because of Eve Online's history and because it will allow Tranquility to be more directly connected to Dust and take out the third-party middleman (Sony) which so far has recently proven to be just as unreliable as CCP when it comes to the stability of their service. Not a lot of people in Dust know that Tranquility is the Big Brother of Eve Online. Even bot users (it's illegal to bot in Eve) are having a tough time avoiding detection from the prying eyes of Tranquility. Hackers in a FPS setting will likely face similar scrutiny in a PC port since that means Sony is no longer the buffer they relied on to avoid detection. Then there is the fact that a PC port will mean access to a separate test server which is what everyone in Dust was asking for during the past 3 years.
Many of the Capsuleers are even Dust players (at least the ones that we know of) while there has been cases of more Eve players who are closeted Dust players.
There are also plenty of Eve Online players who want to be more involved in Faction Warfare for Dust 514 but they don't like the current setup. They don't know which planet to go to unless they get in touch with a Dust player who is actively in a FW battle right now and the rewards for trying to help with an Orbital Bombardment don't seem to be enticing anymore for the Capsuleers. There is also the issue with the personal warbarges in FW that are taking away the attention of the merc below from the OB support provided by the pilot above. 3 minutes of waiting in a low-sec system surrounded by hostiles are wasted because a merc decided to waste their chance using a warbarge strike instead of an Eve-side Orbital Bombardment which has more advantages than a personal warbarge.
I'm also an Eve Online player and I want Dust to thrive. Although I don't really care whether it gets ported over to the PS4 or to the PC just as long as it's as far away from the PS3 as possible.

Don't get your hopes up. The AI that CCP Rattati is working on is very limited. Apparently it's using drone models that were already modeled and even rigged. These Rogue Drones were even featured in an old Dust trailer called Gathering Forces. But their AI is no more intelligent than what you see operating the turret installations today.
The only reason we can't get them is because Dust has already reached the limit of the PS3 and CCP Rattati said that the game has been optimized as much as it could for the hardware it's in.
