And their 100 happiness...
WTF man.. I have a settlement with 28 people (all non companion) 30 beds, 40 food, 40 water, 118 defense.
All of the people have modded combat/synth armor, and either miniguns, or gatling lazors...
Multiple jukeboxes, tv's, rugs, paintings, pool tables, radios, one of (at least) each craftable items, 40 chairs, paintings everywhere.
Beds covered, and far apart. 21 chr when I strut through town. Went as far as to manually give every settler food, drink, and extra ammo. Two of each store. Three tier three clinics...
31 settlements, all linked, and all with excess resources/defense. Resistance perk, and weeded out all synths.
Hung out in a bathrobe, with shades, and a newsboy hat, eating grape mentats, WITHOUT LEAVING OR WAITING, for at least 7 days while I lurk forums tonight...
91 happiness......

I did a LCK/CHR build for first toon. And perked the bottle cap/ammo, and anything barter. Somewhere around level 60 I noticed I had 14k .38 rounds....
It was deathclaw steaks and heavy laser turrets fo-evah after that.

My first toon on a new fallout is always Sir Lancealot n ****. Oozing with love for his fellow wastelanders.
Toon two however... Calls back to morrowind, when one could break the game by killing someone important.
Might as well kill them all at that point.
Nothing quite as satisfying as shooting Cass in the face.

I used the island for my god-base. No settlers, all companions there (except Danse, **** him). Metal campers along beach. Nice lil over the water bar and grill. Two story complex with a catwalk to another section with master bedroom. Four full mag racks, and a full bobble-stand.
...guess I could hard save and renovate....

So I'm 95% sure that having a settler from the settlement you are trying to max assigned to a supply line breaks happiness.
Caught the provisioner and sent them to another place. Sent a line TO settlement from another location.
97 happiness... Platinum before day is through.
