On the other hand, there is possible scope for introducing the pirate factions in a more substantial manner than the skins that we can currently obtain.
Remember, all pirate factions are "descendants" of one or two of the four major races, and thus exhibit aspects of their parentage through their combat philosophy, among other things. So, perhaps aligning yourself to Angels would modify the damage profile of all Minmatar and Gallente weaponry ever so slightly, at the cost of increased fitting requirements?
It'd be a nice way to add further lore-based customisation to your fits.

Well, the pirate factions do enjoy taking Empire tech and re-purposing it for their own ends so sure, why not? The issue here is that of added and unwanted complexity; What kind of suits would they be? What role would they fill on the battlefield? Are they new and distinct, or are they riffs on pre-existing suit designs? EVE precedent would suggest the latter over the former, but I think Dust is already over saturated with tiers of suits, and frankly I'd like to see tiercide become a reality. So we're left with unique suit designs. Which is a cool idea, but would require a lot of resources that the dev team probably don't possess and could cause massive balance issues. You only have to look at how the original cloak screwed up the meta for months on end to see how hard it is to change anything here.

Not strictly true. Angels, for example, will mix it up with a solid amount of EM damage once you start facing off against the elite-tiers and the bigger installations. Enemy of Man, ostensiably an Amarr-based faction (albiet minor), rock railguns mounted upon Amarr hulls, and so on. But broadly speaking yes, they stick to what they know, but they also subvert this knowledge to wrong-foot their opponents.
