Good thinking line but I have to say no to those specifics.
5% total bonus to a couple of things for maxing out a useless suit other wise is not incentive enough. Thanks to multipliers levels 4 and 5 are seriously expensive.

I don't entirely agree. Right now there is little incentive to use frames for really anything, and while I think they should be sub-par to a specialized frame within its own specialty, it should still have a decent level of usefulness.
In some regards we've already taken steps to make this happen. For example the Medium Frame (in most cases) is structured as a middle ground between an Assault and a Logistics. It tends to have the middle ground between speed and defense, has more equipment than an Assault but less than a Logistics, and has a sidearm like an Assault but unlike the Logistics.
I think giving it a mix of bonuses between the two specialties, but ultimately weaker bonuses within a specific category, isn't a terrible train of thought to entertain. Ultimately a Logi will still be a better Logi than the Medium Frame, and an Assault will still be a better Assault than a Medium Frame, but the Medium Frame would have a degree of flexibility which is really indicative of the generalist role it is supposed to fill.
Now as for specifics on values I won't really comment, but they need to be clearly inferior to the specialized version within that bonus, but also not completely lackluster as deezy pointed out.

I say add that sidearm bonus to every SENTINEL. Basic suits get nothing.

Because the in game description says so. Just give them better pg/CPU or make them cheaper or something. But bonuses are a no no.

The first thing that broke this was a lack of bonuses. If you look at Eve the bonuses center around weapons and defenses with the other ships getting bonuses to ewar and what not but Dust did not have the racial parity at the time to even consider that type of implementation. Upon realizing this the requirement for specialized suits was dropped and the totally useless basic frames were born. With no uses they fell into being ignored and became even less likely to get any attention.

In the case of the Amarr Heavy frame, if you followed the EVE model, it would be like
+% to Laser Weapon Damage +% to Armor Damage Resistance

That is exactly the bonuses they would receive if you went on the Eve progression.
Meanwhile T2 heavies would receive bonuses such as extra resists across the board, extra ammo, bonuses to Cal weapons (in the case of Amarr), range bonuses, and so on. So basically things that could be used to specialize one of those suits to a role without designating its role.
Note that any bonuses based on skills should be attached to the suit itself based on skill level and not to the skill itself which is a whole other issue on its own.
At the end of the day it all comes back to an absolute lack of content that holds back any type of progression.
