Trying to make dust better? Or if you have ever noticed ccp is good at making promises and showing things that don't exist yet you would know that ccp throws hints to get us to spend money... The Jove being the most technologically inferior of all to have transcend through the EVE gate were the ones we took the implants from not the Talocan, who if I'm correct in my understanding from the story in the link above, left long before the empires re-ascension into the stars.
